I have a couple suggestions for you that MIGHT help.
1. Don't drive the car without the driver's license in your possession.
(Most places it isn't enough to have one, you gotta have it with you when you drive.)
2. Get to know the cops and make sure they know you. Buy one of them lunch
now and then. They can be GOOD friends to have.
(If the cops are so corrupt that this will not work, you should indeed move to a different place!)
