One of these has a good article about setting base idle on the K-jet.
Idle is also controlled by vacuum leaks. If you have a rich mixture plus vac leaks at throttle body, manifold gasket, injector seals, etc., that will allow extra air in and raise idle speed. Spray WD-40 carb cleaner or even plain water at every possible leak point and see what effect it has on idle. If ANY - there's a vac. leak at that point.
