high idle is a function of engine temp 200 1990

A few days ago my car started idling at 1500rpm. It only does this when hot, in fact, it will idle somewhere between 900 and 1500 depending on engine temp.

I did the easy stuff:

checked the TPS switch -- OK
Cleaned the idle control valve -- Done

I'm thinking it might be related to the coolant temp sensor??? Does this sensor input have anything to do with idle speed.
