high idle is a function of engine temp 200 1990

The advices already given are correct. The suspicion is too much air is being allowed in. That won't affect it cold as much because cold is when more air is needed. Pinch off the idle valve hose to verify the air is getting around the device that is trying to shut it down, then go after the source of the extra air as advised already.
