there's an adjustment up behind the hood release handle to adjust tension on the cable. You need to make it pull more or harder- adjust the threaded sleeve out so it pulls the cable further.
As noted, the cable sheath ends at the left side hood latch, and the cable center wire pulls on the right side latch. It's not uncommon for them to pop 1-2 rather than together. Lube them fully when you get it.
An alternative if this absolutely will not work, is to sneak a piece of coat hanger wire up into the grille area from below, or if you're feeling lucky you can try it in the corners of the grille- try to snag the cable. If you see a bare steel wire across inside that grille/radiator support/header panel, that's the hood cable. Use a strong flashlight to look.
But try the adjustment first- it could be all that's needed. BTW you also may get some help from a friend pushing, pulling, wiggling the hood as you pull the release multiple times.
Our old 88 744 had to be popped on one side, then get out, go pull the right side up, pull the cable again to release the 2nd latch. When I finally found the hood cable adjuster I was pretty happy to not do that anymore.
