Tailgate wiring 200 1989

I suspect that this has been covered, but my 240 station wagon tailgate wires are broken and I am looking for the best way to fix them. I can find references to the problem but not the solution.

Is there any way to do this without taking off the whole tailgate?

Any help/suggestions are appreciated
