New brakes frozen,no acceleration 700 1988

Here's another outside the box thought of something that might affect all four wheels and them all getting hot: a bad master cyl cap. Could be allowing air in one way to build up pressure during braking, but venting out extremely slowly, like overnight. Quick way to find out would be to open the cap while the brakes are still stiff after a run.

I'm also wondering if the brakes have been so badly neglected that the pistons are totally grunged up and not retracting properly. If the pads are dragging, the rotor would soon heat up and expand causing even more drag until the brakes are noticeably slowing the car and the hubs are royally hot. When the brakes are cold, if you jack up the wheels, just how much drag is there when you hand turn the wheels and is it more or less equal side to side, if indeed you can even hand turn the wheels?
