Have you contacted the state? The PA DMV has a fact sheet titled Title Application Procedure For A Vehicle Which Was Erroneously Reported As Salvaged or Crushed

You can find it on this page: http://www.dot4.state.pa.us/fact_sheets/index.shtml

It will not be easy but it can be retitled.
