Adding OEM fog lights to a '04 V70 2.5T V70-XC70

Called my local dealer again and asked what gives with the prices and all, and they back-tracked on what they said yesterday. The foglights are $208, including the software download. The download is charged at $71 an hour...so, $71. The install of the lights themselves are a 2.5 hour ordeal...hard to believe- thus the high price. But when I asked them about switches or buttons they told me there wasn't any listing for them. From '03 on, these are already pre-wired in, according to both the parts guy and the service dept. mechanic. Now, I'm really stumped. How hard can the actual labor be to put these in? The service dept. said that if I wanted to buy the fog lights and put them in myself, they would only charge me the $20 for software download. That sounds best, but still need to know how difficult it is to put the lights in.
