Adding OEM fog lights to a '04 V70 2.5T V70-XC70

To be honest, I didn't realize the car didn't have fog lights to begin with and I should have had them added when I bought the car, but recently saw one with fog lights (in the triangular area to the right and left, under the front grill. They look sharp, and besides whe have a lot of fog here in E. Tenn. So, anyway, I priced them and according to the Volvo USA website, they are $188 a pair. So, I called my dealer to see what they would be to install. They told me the pr are $208, then installation is $248 plus $25 for the hardware to download the computer upgrade that is needed to use the lights. So, we are talking a total of $481 plus (9.25%) TN tax for a grand total of %525.50. This is outrageous and highway robbery. Can the dealer charge more than the price on Volvo's own site on the internet and does it really take all the labor costs? What if I install them myself and then have the dealer turn them on by download? Any suggestions here would be appreciated.
