Reposting because I screwed it up.
We currently own a 1999 V70 GLT FWD. We previously owned a 1995 850 GLT. We have had a number of the typical smaller Volvo problems various people have written about, on both cars. Largest problem was a bad air mass flow meter. But neither
Volvo has ever left us stranded.
In my opinion few cars can match the Volvo for interior "feel". NONE OF the higher end cars have any better reliability as the Volvo, except the Japanese ones, and I think cost more in general than the Volvo to deal with. From what I have read and with my experiences with Volvos (including my buddy who owns pre 1992 Volvos) the 1999 "feels" the best. Of course the pre-1992s are much more reliable. I will probably always own a Volvo. Dispite the problems, I think it is fantastic.
I have rented the newer V70 and it is also excellent, the ride maybe a little better than the 99. I think the handling is not quite as good in the 2000+, but not too much different. If the choice is between a 99 and a 00, I would go for the 99. The 2000s had more of the "1st year" problems, whereas the 99 was the end of that production. If you have the $ to go new, then go for the 2003.
