Beginning of starter problems? 850

It seems like everything could be the ignition switch.

Should this be a routine maintainance item, like replace the ignition switch and the timing belt every 70k?

Mine went at 99k and the car was OOS for a week waiting for the part. Volvo must sell shiploads of these switches.
