The odds are that your problem is not the relay. Most likely, you have a low coolant condition, and the low-pressure limit switch is keeping the compressor off. You can verify this by momentarily shorting the limit switch terminals (under hood, near the firewall on the return line), and observing whether the compressor starts. Welcome to the world of leaky Volvo air conditioning!
