GEICO or PROGRESSIVE?

As my graduate assistanship stipend is only $1050/month, I can't even afford to have a speed ticket, therefore the fastest i go is 75 on a 65 road. And what is ACLU if you'll excuse me? The rates I've been given are 350 (G) and 680 (P). I'm just not sure if they are reliable in terms of solving the claim procedure.
