Sure does, and the problem sure could be that too.
I once had a problem with the electronic throttle where I was cruising at 60mph on the highway when all of a sudden the car lost 95% of its power and I struggled to keep it above 30 mph, and then it basically died after I went through the toll booth. Almost had to have it towed home, but it recovered all by itself, and I drove home. It was replaced under warranty.
Moral: in my case, the failure of the electronic throttle control resulted in me losing all my power. In Tom's case, perhaps the failure made it decide to give more power.
