It was indeed missing that little stopper. I didn't realize there are two rivets in each belt. One to hold the buckle in place, the other to keep the belt from retracting too far. I'm missing the small one. They unjammed it for me for now. I also noticed that I'm missing that part on the other belt. Lucky it didn't jam as well.
I seem to recall breaking one of those while installing a child seat.
Poor design, IMHO. These rivets break off WAY too easily.
I think next time I fold the seat down, I'll first buckle the belts to keep them from retracting too far. Or I'll just make sure I have all rivets in place (duh).
PS The wife still complains of premature lockup (of the belt;-).
