There is a small plastic stopper on each belt in my car. If it's ripped off, the back seatbelt seems to go beyond a point where it can't be released until it's nearly fully rerolled. It happened to me and the solution was to unscrew the belt. A retailers mechanic fixed it for me in about 15 min and plugged the belt again, free of charge. A very strange and annoying problem, so now I take extra care when i fold the backseat.
