First thing you need to find is an independent mechanic who knows Volvos. Your signature indicates "NW VOlvo Owner." NW=Northwest? I imagine there will be quite a few indy techs there. It's not Volvo dealerships in particular I'm picking on; it's dealerships in general. Stay away if you want reliable, honest service from someone who needs your repeat business.
A *good* indy tech will give you the straight scoop (I have questions about some of the "service" items you've listed above) and won't go replacing $950 air pumps when the problem (if there is one) might be a $60 check valve.
There are teething pains in the 98 S/V/C70's and a few known issues, some of which are in your list.
I wish there was an S/V/C70 FAQ on this board as the 700/900's have.
