How else to clear Not Ready state? S70 1998

I have the same problem with my 96 850 with the NY system. If I take it to the local garage for inspection it fails for "readiness codes not set". I then have to take it to Volvo and it passes without any problems. This has happened two years in a row. Now I just take it Volvo for inspection. It looks like the dealers have the ability to override the system. The S70 passes at the local garage OK even after I replaced the battery.
