If the outside temp is =< the inside temp, no ac. Try unpluging the sensor and cleaning the contact first. It may just be dirty!
As for the compressor, your car is old enough to qualify for the long stick test! Run the car with the AC switched on and the temps at 64. Then, very carefully, with a broom stick or like device, reach down and very LIGHTLY tap the front of the compressor. If the clutch engages, then the clutch needs to be adjusted. About a 2 hour operation for your mechanic. No additional parts needed.
