When you cleaned the little fans, I hope you didn't damage the little sensor that sticks out like a flower pistal. The fan spinning just means that the fan is spinning. If you cannot clear the codes, then the sensor is not sending a signal to the ECC.
FYI, the memory for the ECC is in the ECC itself, not the car's ECU.

See how much you learned, you just past me up :) Oh, It is going to get nice and warm on the East coast in a few days.
