Hard Steering questions. 850 1994

Hey there in Volvo Land.
I have a 1994 850. Just recently I have had a little trouble with my power steering. The problem is pretty simple, the car steers fine within the first two to three inches of movement (like 85% of driving), anything over that and its really hard to turn. At first checked the fluid, perfect no loss. Then today I replaced 12oz. of PS fluid with Lucas Power steering miracle juice and nothing has changed. The pump is pumping.So I am here to find out just what the cause is. Is it a bushing? ball joint? Steering shaft CV? Should I just grease everything up? and hope for the best?
Also; I just changed all four of my tires.
