As I remember, there is a trim cover over a couple screws right under the steering column. With the cover off the screws can be taken out. Then the panel can be freed from the center consoul by pulling posts out of spring loaded clips. Work the panel out of the slides etc.
Then there will be a knee crash shield held by 2 bolts and 2 nuts that will need to come out.
In order to get your hands up behind the panel enough to approach the lamp you will need to pull a relay bracket down out of the way next to the outside side of the steering column. As I remember there is a single screw on the bottom holding it in place. The upper part of the relay bracket slides into a mating slot on the top. When you reassemble, be sure to make the tab fit into the slot.
The lamp is located on the top of the read-out housing and I couldn't get enough room to twist it with my fingers. So... an 8mm open end wrench was able to get the first 45 degree turn and the second by turning the wrench over. Once the bulb was turned 90 degrees, (CCW), it can be lifted out with two fingers. Drop the new one in and reverse the wrench procedure to reseat the bulb.
