sorry I don't know what to do, but just wanted to congratulate you. It certainly is getting enough fuel. First I guess replace the fpr then I would check the throttle body adj screw and then the throttle body switch. Then clean the idle motor (maybe it's plugged up) I'm not sure why the plugs didn't foul out though, with all that gas, seems odd. Anyway, your a true entrepreneur of volvo stuff.
