Fuel pump relay question 200 1982

Jumped 5 and 7. no joy.

Jumped positive terminal to brown wire on coil. No Joy.

Distinct smell of gas when trying to start for a couple minutes (don't think it's from flooding - didn't touch the gas pedal). No leaks that I can find anywhere.
