Glass cleaner and very fine steel wool. Don't worry the steel wool won't scratch. As an aside, your windshield might just be old. My old windshield was do pitted that I had the problem you describe. No amount of cleaning would have helped. Luckily, my girlfriend at the time broke it so I got a new one. What a difference!
