Since I am a relative Volvo novice I'd have to say I don't know.
I know of some of the Volvos you can't even adjust the timing. On yours though, you still may be able to. This is something the FAQ may address.
On cars with adjustable timing, you loosen the bolt at the base of the distributor and rotate it. Of course, you'd need to do this with a timing light. This is definitely something the FAQ should address.
Did you do a search (here on brickboard) for "high NOx"? This seems to be the most common emissions failure.
