The lockup is both with the torque converter and the tranny. Mode, RPM, and fluid pressure is used to engage/disengage the lockup function.
If replacing (either way), both components need to be changed. FYI, a replacement locking T/C is not that readily available, though the parts to rebuild 'em are. One off a Toyota Cressida can be machined to fit (centerbore) with a new mounting pattern on the flywheel (6 bolts vs. 4), however.
AW70/71/72 series are physically interchangable, with perhaps slight differences in cooler line bends (45's vs. 90's) and whether there's a speedo output or not.
