Will a bad ignitor box do this?

Our volvo will not start when the ignition is cranking in the start position. The starter turns over fine but the engine wont go....until I release the key to the run position where it sputters and then begins to run that is if it didnt get flooded by over cranking it!
Any ideas?? Thanks all!
