diagnosing intermittent stalling - wrong mind set 700 1987

I've looked at this screw, but couldn't budge it with reasonable force (just short of dangerous). I didn't necessarily want to re-adjust it, just make sure it was in normal condition, clean, etc. Does it have a locking set screw or something I'm not seeing? As I said in reply to David, maybe my second cleaning of the throttle body did the trick. Thanks for your info.
