You want to get clear down to the bottom of the crack. I guess my preferred
method, especially if it is greasy and dusty, is to start with a medium stiff
small paintbrush and some water with fairly strong detergent and brush in there
and rinse with pretty hot water, repeating until the drained water is clear.
If the weather is cool, a gentle warming with a heat gun might be good to
get it all the way dry, being VERY careful not to burn the paint with the
heat gun. If it is rusty in there it might be quite a bit more complex.
