You're referring to "windlace", avaiable from J.C. Whitney and (better yet)Restoration Specialties(http://www.restorationspecialties.com/).
Yeah, it's all confabulated with the headliner, which is streched over some brackets with teeth F & R., and both sides, and supported by "bows" in the middle.
Just pry off the side moulding; underneath is a "tack strip", which is, indeed, reuseable.
