Self-canceling mechanism works by extending a little pin (seperate pin for right and left) from the switch toward the steering column where a slotted "companion flange" (diagram 25, I'd prefer to call it a "reseting sleeve") hitting the pin, as steering wheel and sleeve turns, reset the switch.
Inspection should reveal if the pin (switch) is defective, or if the sleeve has been turned on the st. shaft...I seem to recall...to set the switch (R or L), sleeve must be in such a position as to allow the pin of switch to fall into a slot...so check if the sleeve has been turned on the shaft...I also seem to recall that steering wheel, then plastic cover, may need to be removed for access...but you MAY be able to inspect after doing some contortions to get under there...
