Is this ebay auction a fraud?

My experience with odometers have been that they sometimes fail, but often it can be determined by inspection or background if it was tampered with. In the description of the sale the seller does claim about 115K.
Another note- I read some nasty posts-
I thought we were all in this together!
We are here to help each other not be nasty.
Let's be constructive, not destructive- thats why I like this forum.
