Replace head? 140-160 1969

Perhaps you could post the compression readings, and the idle vacuum readings, assuming that those things were part of the checking.
I can't imagine that the mechanics solution at this point is to replace the head. That's not a diagnosis, that's shooting in the dark. Ask him what part of the head is at fault.
You can only diagnose it while it runs.
