For #11, pull off one of the 2 blue wires (fused output) then try a new fuse. If it still blows, swap wires and try again. Hopefully only 1 wire will cause the problem. Then you'll have to trace it out. One wire goes to the seat heater switches and OD relay. The other goes to the rear window defrost switch.
For #12, check for voltage at the "input" (left) contact. If it's there, but not at the output (right), either the fuse or the contacts are bad. Try pinching them closer together (with the fuse out) to increase the contact pressure, then replace the fuse and spin it a few times.
If no voltage at the input contact, good luck. Fuses 11, 12, and 13 all have a common input feed.
