That's a pressure sensor- if it's got no charge left in the system, the switch won't make contact. If you connect the two wires at the switch together, the compressor will probably run. If it does, then you have to assume the system is discharged again due to a leak. Was it professionally serviced when it was charged up? If so, they should have put a leak detection dye in the system. Failing that, the leak will definitely show up as an oily spot on a line, fitting, or the condensor or compressor.
I'd almost guarantee that it's discharged almost completely- the leak must be fixed, and the system evacuated and recharged.
