Volvodad has best solution, if you have metal end tanks. What he got was good, plus the process of cleaning will reveal if any of the lowest tubes are filled with 23 years of glop.

Look at the upper hose attachment to check for plastic vs metal. If you have plastic, get another radiator. The upper hose attachment is subject to sudden catastrophic failure. BTDT
