Painting chrome parts 200

I note you mentioned plastic parts, I have had good results using a lite duty Sears sandblaster to rough up the grill pieces and headlight surrounds on a couple of cars. After sandblasting use a good primer and the top coat of your choice, I second the SEM recommendation, good stuff.
