If you are talking about the side mouldings I don't know if "chrome" would be correct or not it's probably anodized aluminum. Older cars used polished stainless then most every manufacturer switched to anodized aluminum most likely for cost reasons.
Anodizing is extremely hard so i would probably give it a thorough scuffing with 320 grit paper until it is completly dull. No shiny left, paint will not adhere properly wherever it is still shiny. After this I would use a self etching primer which usually contains an acid (phosphoric, I think, in the case of DuPont Variprime) which helps the primer bite a little better. After this wet sand with 400 grit and topcoat.
During this process, after the etch primer, you could also fill in minor dings with spot putty as you are painting it. Plastikote (sp?) makes a satin black that looks nice and Plastikote engine enamels are very durable so I would imagine this would be also.
I have been thinking about finding some DL/GL molding and painting it for my Turbo as I am having hell trying to come up with some black trim that's not worse than what I have!
