dash and side window repair 700 1989

Sorry to hear about that. That's a real bummer.
You'll probably want to just pull a lower dash/console out of a wreck. The vinyl/leather repair companies can repair those kinds of things sometimes but the work doesn't look right, IMHO. Tough to correctly match things up. So find a junkyard car with the right color interior in it and grab the whole thing. I think it's a pretty big piece to take out but you can do it with regular tools. Probably need a full set of Torx screwdrivers.

The window you can likewise do yourself, assuming you mean one of the door windows. Hopefully it was the passenger door? The driver's doors are harder to find because 740's all get window regulator problems. Anyway, it's striaghtforward work. Pull the door courtesy light lens and the 3 plastic clips out of the bottom, and the little 1/4 turn plug out of the handle pocket. Remove the handle pocket/switch surround piece and just pull the switch block up and out. Pull the door panel up and off and unplug the speaker. The window is just clipped in with special clips that snap onto the end of the window regulator arms. Easy enough to remove. May have to adjust the motor or the regulator pivots some to align the new window.
You'll also want a shop vac to suck up all the broken glass. Good luck with it.
