Your 740 problem sunds like mine. I had a problem with power to the starter - replace a corroded and bare wire to the starter solinoid and cleaned up the grounds and now it starts OK, but will not go into high idle mode. I have to hold my foot on the accelerator to provide high idle while it warms up, then it runs great. I'm sure my monkeying with the wiring harness is the cause but it's been so cold here I haven't wanted to try to troubleshoot. I'm new to fuel injection (had a b21a before this), but I assume there's probably the electrical equivalent to a fast idle cam that is malfunctioning.
