Sounds like the flame trap may be plugged. Check the FAQ. There is a small vacuum hose fitting on the flame trap that can be cleaned out. You can also replace the whole thing for about $10. You should probably replace the plastic flame trap insert (white plastic).

On 960 models, the flame trap is removed by turning it slightly and removing from the large intake hose.
