Dash removal help

I am pretty sure the crossmember that goes under the steering column is bolted to the steering column with self shearing bolts. ie the bolt head shears off when the bolts are put on. I don't know why they are there I assume either for some safety reason, or theft protection. I think they need to be drilled out. But I am don't think you have to take that crossmember off to to the Blower.
