Does it buzz or shake? And what does it do at higher rpms? If it is out of balance enough to buzz at low rpms it would in all likely hood REALLY buzz at higher rpppms. However, if its is something like poorly adjusted valves or unbalanced carbs it could just be shaking due to uneven pulses in each cylinder.
