83 warm temp? water pump?

Changed tstat and flished rad and engine, lots of rusty water , then clear.
Question 1. I take the cap off the overflow tank when hot and nothing happens... is it supposed to have pressure and come spilling out?
Question 2. The water pump is not leaking, the rad is not cooler in any spots...with engine cold OR hot , the fan turns freely (by hand) ... isnt there supposed to be some resistance after its hot?
