1. WD-40 is worthless as a penetrant: use Liquid Wrench or (far better) PBlaster.

2. An Easy-out usually makes the problem worse, with a broken and hardened extractor now stuck in the bolt. Better is to use a left-handed drill bit, orr to drill and retap.
