IAC Valve internals question. 700

I have removed my IAC due to poor idle. I have taken the motor housing apart and found oil all over inside. My question is, when I attempt to rotate the armature, I can only get 90 degrees of rotation. I can see the valve portion hitting some kind of a stop I believe. I am curious if this is normal, and the valve only oscilates within the 90 degrees of rotation or weather my IAC is messed up and should spin completely round and round.
