blower resistor...what's it supposed to look like and how does it work? 700 1987

1987 760 turbo: i have pulled the heater resistor, so i do know what it looks like, but i don't know if it's supposed to look the way it does...sort of rusty and dingy. i pulled it because i am in a long and bitter struggle with my ac/heater trying to get it to work. first step is to get the darn blower to blow (only blows when i put 12V to it, doesn't seem to work through the regular means (i.e. the switch at my dash board)). also, i tested that switch to see what sort of juice was flowing through it and i only get 12v to the blower when it is in high fan speed or defrost (still won't blow however) so i thought maybe the resistor had something to do with it (i've seen many posts about how the heater will only work at high fan speed and although mine won't even work at a high fan speed i thought it was interesting that high fan speed is the only time i get juice coming from my switch. so i pulled out the resistor but i am baffled as to how it works...plug plugs in but then what, the resistor just hangs there not connected to anything else? don't really understand it's function, its importance or how i can check to see if it is working right.
