A bit off-topic, but needing an answer nonetheless 1988

If the old lienholder no longer exists(i.e. defunct dealership) where it cannot be signed off, in most states you end up having to get a lawyer to basically sue the state titling agency for legal ownership of the vehicle.
Usually requires a couple of hundred bucks (mostly for the laywer). If you are really wordy, you may be able to find an example of the letters required for filing in your state and save the lawyer fees
